Enrollment Requirements of “Doctor Candidates” : College of Physics and Optoelectronic Engineering

In order to construct high-level universities and improve the doctoral selection mechanism, in accordance with the spirit of relevant national documents and the requirements of the “Pilot Work Plan for Shenzhen University to Enroll Doctoral Students through ‘application-review’ ” (Shenzhen University [2014] No. 303), the implementation plan for the 2020 Master’s and Doctoral Joint Study and the “Application Assessment System” doctoral student enrollment work of CPOE is announced as follows:

 

1 Basic principles

Through school level screening and dynamic adjustment of enrollment indicators, moderate competition between mentors and disciplines can stimulate the internal motivation for improving the quality of student resources. Adhere to the principle of quality first, select the best candidates for admission, and prefer scarcity over abuse. The entire process should be open, fair, and just.

 

2 Enrollment majors, enrollment steps, and proposed enrollment numbers

Enrollment Major: optical engineering

Research directions: (1) Optoelectronic information technology (2) Laser technology and systems (3) Photonic technology and devices (4) Optical technology and instruments

Proposed enrollment: 16 (including 2 doctoral students recommended to be exempted)

3 Application qualifications

1 Application qualifications for master's and doctoral programs (must meet all requirements simultaneously)

a. It is necessary to meet the various application conditions stipulated in the “2020 Shenzhen University Doctoral Graduate Enrollment Regulations”.

b. The candidates for the postgraduate and doctoral program are our sophomore (admitted in September 2018) full-time academic postgraduates. The current postgraduate disciplines and majors are related to optical engineering or similar disciplines and majors.

The “Master's and Doctoral Joint Study” method does not accept applications from professional master's students.

c. Passed all the courses specified in the master's program of this major in the first academic year and achieved excellent results. Master's and doctoral candidates still need to participate in the mid-term assessment of the master's stage.

d. Possess strong innovative spirit and scientific research ability, outstanding performance during master's studies, and have potential for cultivation. For those who publicly publish high-quality academic papers in professional academic journals (official journals), priority will be given to admission under the same conditions.

 

2 The application conditions for the “application assessment system” (all must be met simultaneously)

a. It is necessary to meet the various application conditions stipulated in the “2020 Shenzhen University Doctoral Graduate Enrollment Regulations”.

b. The applicant's master's degree should be the same level discipline or related discipline as the applied doctoral degree.

c. The “application assessment system” method does not accept applications from non full-time (on-the-job learning) master's degree holders or equivalent applicants for master's degree holders, and applicants must meet one of the following conditions for their final degree:

(1) Applicants who have obtained a full-time master's or doctoral degree, or full-time fresh master's graduates (who must obtain a master's degree before entering the doctoral program), with excellent academic performance in school;

(2) Those who obtain overseas master's degree certificates must obtain certificate authentication from the Study Abroad Service Center of the Ministry of Education.

(3) Full time professional master's degree graduates (who must obtain a master's degree before entering the doctoral.

d. There must be at least one public development form of academic papers in the professional field of optical engineering (independent or lead author; when the mentor is the lead author, the applicant can be the second author; for a joint work, the applicant must rank first, the mentor first, and the applicant second), or there must be other forms of scientific research achievements in the professional field of the applied discipline published (such as publicly published academic works).

e. Agree that the admission category is non directional, and it is not allowed to change the admission category after determining the intended admission. Before admission, organizational relationships, personnel files, etc. must be transferred to the Archives Office of the Graduate School of Shenzhen University. Otherwise, the “Admission Notice” will not be issued, and after being admitted, all students must study full-time.

f. Possess strong language proficiency and a high level of foreign language proficiency, and must provide corresponding proof of English proficiency (specific requirements can be found in item (9) of personal application materials).

 

 

 

4 Selection process

1 Individual application

Applicants need to contact the candidate supervisor in advance, submit an application to the candidate supervisor, and apply with the supervisor's consent.

a. Register online. Applicants who meet the conditions need to register and complete the payment on the China Graduate Enrollment Information Network, with a payment amount of 200 yuan. Online registration and payment time: November 15, 2019 to December 7, 2019.

b. Submit materials. Applicants must use EMS or SF Express to deliver the following materials to the subject location (address: 1411, Physics and Optoelectronics Building, Canghai Campus, Shenzhen University, Nanshan District, Guangdong Province, China, 0755-26732152, Teacher Li) before December 7, 2019 (subject to postmark) (unless otherwise specified, both master's and doctoral programs and "application assessment system" applicants must submit the following materials):

(1) Brief Form of Online Registration Information for Doctoral Degree Graduate Students (Applicants Login to China Graduate Enrollment Information Network) http://yz.chsi.com.cn/bsbm , register online, print and confirm with my signature);

(2) Applicants for master's and doctoral programs shall submit the “Shenzhen University 2020 Master’s and Doctoral Program Application Form”, and applicants for the “Application Assessment System”shall submit the “Shenzhen University 2020 PhD Program Application Form”;

(3) Applicants for master’s and doctoral programs or fresh master’s degree graduates shall submit the “Shenzhen University 2020 Doctoral Student Political Review (Realistic Performance) Materials”,which shall be filled out by the party committee of their college (this item may not be provided temporarily when applying, but must be submitted according to the requirements of the form after passing the re examination);

(4) Copies of degree and educational certificates (fresh master’s graduates must submit proof of enrollment from their graduate school or graduate management department, which is not required for current master's students at our school), and applicants for master’s and doctoral programs must submit copies of their student ID (which should include personal information, photos, and registration status of the students);

(5) The original transcript of the master’s program (with the official seal of the graduate achievement management department), and the original printed transcript of the first academic year issued by the graduate school shall be submitted by the applicant for the master’s and doctoral program;

(6) Master’s thesis (fresh graduate master’s students can provide abstract and catalog of the thesis, but applicants for master’s and doctoral programs do not need it);

(7) Written recommendation letters from two or more professors (or experts with equivalent professional and technical titles) in the field of the applied discipline (the recommendation letter must use the template provided by our school);

(8) Submit a scientific research plan for pursuing a doctoral degree (no less than 3000 words, see application form);

(9) At least one of the following English proficiency certificates must be provided:

(a) Passed the National Level 6 (with a score of 425) or the National Level 4 (with a score of 425); (b) A TOEFL score of 75 or above (with an old TOEFL score of 550); (c) Achieve an IELTS score of 6 or above; (d) PETS5 level certificate of conformity; (e) GRE 1200 or above (new standard 310); (f) Obtained a master’s or doctoral degree in an English speaking country or region;

(10) Copies of award certificates, copies of publicly published academic papers, proof materials of patents and other original research achievements obtained;

(11) Certificate of physical examination issued by a hospital above Grade III Grade A (applicants for master doctor continuous education need not submit it);

(12) Copy of the front and back of the second generation ID card during its validity period.

 

2 Qualification review

After receiving the application materials from the applicant, the subject shall organize no less than 3 people to conduct a qualification review based on the application conditions, and submit the review results to the Graduate Recruitment Office. The Graduate Recruitment Office shall conduct spot checks on the review results and publicly disclose them to the public.

3 Mentor recommendation

The college will hand over the applicant’s materials to the supervisor they are applying for. The supervisor will review the applicant’s materials, provide recommendations, and sort the applicants who are also applying for themselves. This section should respect the admission autonomy of the supervisor, and the supervisor should recommend applicants to the subject points in a ratio of no more than 1:3. Submit to the graduate secretary of the college before December 15, 2019.

4 Subject preliminary review and determination of assessment list

The college has established a preliminary review expert group to carefully review the materials of applicants and conduct a preliminary evaluation and screening of their research and innovation capabilities. Based on the intention of the enrollment supervisor, a list of applicants who will enter the reexamination (interview) assessment stage will be determined based on a certain difference in the proportion of the reexamination. Applicants who do not have a mentor’s recommendation will not enter the interview assessment process. The list of applicants who plan to enter the interview and assessment stage will be publicly available on our website by December 20, 2019.

5 Subject assessment (including professional written examination)

Establish an interview and assessment expert group for subject points to conduct interview and assessment. The college will complete the assessment work before December 30, 2019. The specific time, location, and requirements will be arranged separately by the college and announced on the website. The specific requirements for the assessment are as follows:

a. The assessment content includes four parts: foreign language proficiency, professional quality, research potential, and professional written examination, with a focus on assessing the applicant's scientific research and innovation ability, as well as whether they possess the potential and quality to cultivate doctoral students in their first level discipline.

During the assessment process, each applicant is required to present their personal profile, academic performance, research projects, research results, and research plans for the period of pursuing their doctoral degree. If there is an applicant’s supervisor in the assessment group, the supervisor shall not give a score.

b. The assessment process should be standardized, with an interview time of about 20 minutes and on-site records, grades, and comments. The entire assessment process is recorded, and if deemed necessary by the graduate school/disciplinary commission, personnel can be dispatched to attend.

c. Set up a professional written exam with the exam subject “Modern Optics” to assess applicants’ basic knowledge and professional qualities. The written test paper requires two sets of test papers, A and B, and one set is randomly selected as the test paper.

Before December 31, 2019, subject points shall submit a list of proposed admissions to the school based on their assessment scores, sorted from high to low (not exceeding the number of proposed admissions in their respective majors announced in the 2020 doctoral enrollment directory), and submit relevant materials to the graduate recruitment office (application materials, assessment record forms (including written test papers), audio and video recordings, etc.).

6 Reviewed by the leadership group for graduate enrollment work at the school

The leadership group for graduate enrollment at the school reviews the application qualifications, application materials, supervisor recommendation opinions, and subject point recommendation opinions of candidates who have passed the subject assessment. Within the quota limit of each enrollment major, those who pass the review will be eligible for admission. According to the relevant regulations of the Ministry of Education on enrollment, the announcement will take 10 working days.

 

5 Supervision mechanism

1 Information disclosure. The enrollment methods of master’s and doctoral programs and the “application assessment system” should be based on the requirements of the Ministry of Education for information disclosure, ensuring accurate information collection, standardized disclosure procedures, and timely content release. Graduate schools and various enrollment colleges (departments, centers) actively disclose enrollment policies, enrollment regulations, enrollment plans, enrollment major catalogs, applicants’ application qualifications, application procedures, enrollment results, consultation and appeal channels, major violations, and handling results in accordance with their job responsibilities. The enrollment college (department, center) should promptly publish relevant implementation rules, as well as information on the number of students enrolled and all applicants participating in the assessment, to the society on the website of the unit. If there are any changes to the list during the announcement period of the proposed admission list, a special explanation must be made for the changes and the content of the changes must be announced for another 10 working days. Applicants who have not been publicly announced shall not be admitted.

2 Applicants should truthfully provide application materials. If the applicant is found to have submitted false materials, cheated, or engaged in other disciplinary violations, serious punishment will be imposed in accordance with relevant national laws, regulations, and the relevant regulations of the Ministry of Education, depending on the severity of the situation. If the applicant is unable to be admitted or other related consequences are caused, the applicant shall bear the responsibility.

3 Members of the subject expert group and the interview and assessment expert group must comply with academic and professional ethics standards. For admissions colleges (departments, centers) and individuals who encounter problems, they will be subject to specific circumstances such as reducing enrollment plans, suspending enrollment, revoking supervisor qualifications, and circulating criticism.

6 Other instructions

a. Whether using the master’s doctoral program or the “application assessment system”, each supervisor can only admit one doctoral student in 2020. Candidates are reminded to contact their supervisor before applying.

2. According to the “Shenzhen University Undergraduate Graduates Exemption from Examinations for Master’s Degree Candidates Recommendation Measures (Revised)” (Shenzhen University [2017] No. 185), our university has added “doctoral program exemption quota” in the recommendation work for undergraduate graduates‘ exemption from exams for master’s degree candidates since 2017, targeting fresh undergraduate graduates who are interested in pursuing master’s and doctoral programs at our university. There are two students of the above types in optical engineering, and the enrollment indicators are listed separately in the first round of enrollment for master and doctoral programs in 2020. Only the above two students can apply for the exam. If any of the above students give up studying for the optical engineering doctoral degree in our school, their indicators will be added to the “application assessment system” and the master and doctoral program indicators.
